The U.S. All Star Federation (USASF) is pleased to introduce the team that will lead the cheer rules and safety initiatives for the organization. “All Star has grown and evolved in a way that the sport now requires a team of experts to best look out for the safety of athletes as they train and compete,” according to Jim Chadwick, USASF President. “The cheer rules and safety process was established for the USASF by Les Stella when the organization was founded, and continued for the next 11 years as he served as Vice President of Rules and Safety,” Jim continued. “We are so appreciative of Les for laying the foundation for the rules process, bringing it successfully to this point, and preparing the USASF for the future.”
The structure of the new rules department for cheer will include a Director of Rules and Safety, a Safety Judge Training Administrator and an Event Safety Administrator. Managed by the Director of Rules and Safety, the three will coordinate and implement all aspects of cheer rules and safety to include working with committees, safety judges, event producers, coaches and program owners. “This team brings to fruition a ‘core group’ approach that Les put in place,” said Amy Clark, USASF Executive Director of Membership. “From a member service perspective, this new joint effort will ensure that members are directly linked to information, training and education.”
USASF Director of Rules and Safety, Cheer: Alison Stangle
Ali has been involved in cheer for over twenty years in a variety of roles including athlete, coach, judge, scoring director and event producer. She has helped write and train judges on scoring systems for multiple companies and organizations. She joins the USASF after having served most recently as the Scoring Director for The Epic Brands and The Season Pass. Ali is a member of the USASF Rules Committee and has been a safety judge at The Cheerleading World Championship since 2010.
“I look forward to working with our team who was lucky enough to have had Les Stella as a mentor and a teacher for so many years,” says Ali. “We have a lot of experience and knowledge among us and together we will be extremely effective in the years to come. I am excited for our new ideas and goals that I believe will be helpful and resourceful to USASF members.”
“The USASF is thrilled to have Ali join us as Director of Rules and Safety, and we are grateful to The Epic Brands for allowing her to be available to lead this new charge,” says Jim Chadwick.
Ali’s position with the USASF begins this month, and she will transition from her responsibilities with The Epic Brands throughout the summer.
Safety Judge Training Administrator: Jessica Legette
Jessica has been actively involved in cheer and dance for over 25 years as an athlete, coach, choreographer and judge. She is a USASF Core Safety Judge, Credentialing Instructor and a Safety Judge for The Cheerleading World Championship.
In her new role, Jessica will be responsible for preparing and implementing Safety Judge education, training, testing and certification. “I’m most looking forward to building on the strengths of what was established by Les for cheer safety,” says Jessica. “It will be a team of creative minds, working together with the same goal, that will make it happen.”
Event Safety Administrator
Completing the Cheer Rules & Safety Team will be an Event Safety Administrator who will assemble and oversee a team of Senior/Core Cheer Safety Judges to provide member support for rules, rules clarifications and legalities. This team member will also create and administer a system for tracking and analyzing rules violations that occur at events. Ali is leading the search for the person to fill this position.
About The Process
The search committee was headed by Kathy Penree (USASF Secretary/Treasurer and CNY Storm gym owner) and included Kristen Rosario (Board Member and Top Gun gym owner) and Jim Chadwick to collect the most experienced and capable group of people that would inspire a collaborative effort of coaches, owners, judges, event producers and professionals regarding everything All Star Cheer rules related. “We’re asking this team to not only protect the integrity of the rules process established up to now, but to also ensure a safe future for All Star. I think they’ll exceed the challenge,” says Kathy Penree.

The US All Star Federation (USASF) was founded in 2003 with the core principle of making All Star a safer sport by establishing fair and consistent rules and competition standards. The organization credentials coaches, certifies safety judges, sanctions events and maintains and adjusts (as needed) safety guidelines, all with the goal of providing the safest possible environment for cheer and dance athletes to train and compete. The USASF is a not for profit corporation established in Tennessee and is governed by Bylaws, officers, a Board of Directors and 13 standing committees. The day to day operation of the USASF is handled by full time, part time, and volunteer staff.
